The Planning and Development Agency (PDA), Lead Partner of the YOUTHMED Project (Interreg NEXT MED Programme), is seeking to contract three youth organizations in Lebanon to support the implementation of key local activities under the “YOUTHMED” project.

🔹 Project Overview

Total Budget: €1,110,000
EU Contribution: €987,900 (89%)
Programme: Interreg NEXT MED Programme, co-funded by the European Union
Project Duration: 30 months (June 2025 – December 2027)

YOUTHMED aims to strengthen youth participation, cooperation, and civic responsibility across the Mediterranean through inclusive dialogue, cross-border exchange, and digital innovation — enabling youth and youth organizations to co-create solutions and actively shape resilient societies.

Key Benefits and Impact:

  • 510 youth trained in civic engagement, media literacy, and digital participation
  • 25 youth organizations cooperating across borders
  • 1 multilingual AI-powered platform (SmartMaria) to enable youth collaboration
  • 4 transnational events with political and cultural leaders
  • 1 shared digital knowledge space
  • Policy-relevant data and networks to inform inclusive youth strategies

Target Groups: Youth aged 18–30, youth organizations, civic actors, and public institutions in Lebanon, Egypt, Greece, and Spain.

📘 Assignment Scope

Selected organizations will support or execute the following activities at the local level:

  1. Direct Implementation (under PDA supervision)
    • Deliver local training for youth on civic participation
    • Organize gender-based discrimination awareness events
    • Identify and support vulnerable youth groups
  2. Youth Mobilization
    • Facilitate youth participation in videos, events, and mentoring activities
    • Engage youth in co-designing and participating in project actions
  3. Participation in Cross-Border Events
    • Nominate and send youth to international exchange visits and capacity-building activities
    • Facilitate presence in strategic networking events
  4. Community Engagement
    • Involve local and national political and cultural leaders in key public activities

📝 Detailed roles, deliverables, and expected timeline are outlined in the Terms of Reference (Attachment A).

Eligibility & Selection Criteria

Youth organizations must:

  • Be legally registered and active in Lebanon
  • Have experience in youth training, engagement, or local development
  • Be able to implement activities in their region
  • Demonstrate capacity to mobilize youth and deliver community-based actions
  • Comply with Interreg NEXT MED visibility and reporting rules

Priority will be given to:

  • Organizations based in peripheral and rural regions
  • selected Organizations represent diverse cultural and religious communities
    (The selection process aims to ensure balanced representation across Lebanon’s social fabric.)

📦 Expected Deliverables

Each selected youth organization will:

  • Implement or support specific project activities over the 30-month period
  • Mobilize youth and stakeholders for awareness, training, and exchange actions
  • Provide documentation: reports, attendance sheets, and media outputs

📌 Contract Terms

  • Type: Service Contract
  • Duration: Activation-based throughout the project (until December 2027)
  • Max Budget: €15,000 per organization
  • Supervision: PDA YOUTHMED Project Team
