The Planning and Development Agency (PDA), Lead Partner of the YOUTHMED Project (Interreg NEXT MED Programme), is seeking to contract an external expert to support the implementation of key cross-border Youth cooperation activities under the “YOUTHMED” project.
🔹 Project Overview
Total Budget: €1,110,000
EU Contribution: €987,900 (89%)
Programme: Interreg NEXT MED Programme, co-funded by the European Union
Project Duration: 30 months (June 2025 – December 2027)
YOUTHMED aims to strengthen youth participation, cooperation, and civic responsibility across the Mediterranean through inclusive dialogue, cross-border exchange, and digital innovation — enabling youth and youth organizations to co-create solutions and actively shape resilient societies.
Key Benefits and Impact:
- 510 youth trained in civic engagement, media literacy, and digital participation
- 25 youth organizations cooperating across borders
- 1 multilingual AI-powered platform (SmartMaria) to enable youth collaboration
- 4 transnational events with political and cultural leaders
- 1 shared digital knowledge space
- Policy-relevant data and networks to inform inclusive youth strategies
Target Groups: Youth aged 18–30, youth organizations, civic actors, and public institutions in Lebanon, Egypt, Greece, and Spain.
📘 Assignment Scope
The selected expert will act as a Cross-Border Youth Cooperation & Orientation Expert, supporting the planning, facilitation, and implementation of the following activities at the project level:
- Participate in the kickoff meeting in Seville, Spain
- Participate and facilitate 4 international youth exchange visits and dialogue sessions in:
- Seville, Spain
- Athens, Greece
- Cairo, Egypt
- Beirut, Lebanon
- Follow the execution of:
- Organization of 5 joint networking events across countries
- 3-day capacity-building workshop for 30 youth trainers
- Training of 450 youth in civic and media-related skills
- One-on-one coaching sessions for 30 youth in e-media
🧳 Note: The expert is required to attend four international missions (Seville x2, Athens, Cairo). Each visit lasts 4 days.
All full travel costs are to be covered by the expert from within the total contract budget (€8,000).✅ Profile & Eligibility
Applicants must demonstrate:
- Proven experience in youth work, civic engagement, and/or Mediterranean cooperation
- Background in training, mentoring, or facilitating exchange programs
- Ability to coordinate multicultural events and guide youth engagement
- Availability to travel for 4 international missions
- Fluency in Arabic and English; Spanish proficiency is a strong asset.

- Participation in 4 international missions
- Reports and coordination support for 4 youth exchange visits
- Support for 5 networking events and 2 capacity-building actions
- Individual coaching sessions with 30 youth
- Final narrative report
