Empowering Youth for an Inclusive Mediterranean
The Planning and Development Association (PDA), Lead Partner of the
YOUTHMED Project, co-funded by the European Union through the
Interreg NEXT MED Programme, invites qualified suppliers and economic operators to express their interest in the upcoming procurement of professional equipment for the YOUTHMED eMedia Hub in Beirut, Lebanon.

- 510 youth trained in civic engagement, media literacy, and digital participation;
- 25 youth organizations cooperating across borders;
- 1 multilingual AI-powered platform (SmartMaria) to enable youth collaboration;
- 4 transnational events with political and cultural leaders;
- 1 shared digital knowledge space;
- Policy-relevant data and networks to inform inclusive youth strategies.
Indicative Procurement Scope
The anticipated procurement concerns professional audiovisual, studio, production and related technical equipment for the YOUTHMED eMedia Hub.
The indicative equipment requirements are detailed in Attachment B – Indicative eMedia Hub Equipment List for EOI, covering:
- Lot 1 – Studio Cameras, Optics & Camera Support
- Lot 2 – Studio / Podcast Audio & Monitoring
- Lot 3 – Studio Lighting, Grip & Safety
- Lot 4 – Live Production, Broadcast Contribution & Hybrid Training AV
- Lot 5 – Post-production & Colour Tools
- Lot 6 – Secure Technical Storage, Integration & Operational Spares
The equipment list is indicative. Final quantities, configurations and technical specifications will be defined in the subsequent procurement documents.
Suppliers may express interest in one or more Lots or in the full procurement scope.

Subsequent Procurement Procedure
Following the EOI, PDA will proceed with the formal procurement procedure and invite suitable suppliers to submit offers based on the final procurement documents.
Submission of an expression of interest does not constitute a tender and does not create any entitlement to invitation, selection or contract award.
