The Planning and Development Association (PDA), Lead Partner of the
YOUTHMED Project, co-funded by the European Union through the
Interreg NEXT MED Programme, invites qualified professionals to express their interest in providing expert services for the coaching, mentoring and operational activation of the eMedia Hub in Beirut.

YOUTHMED aims to strengthen youth participation, cooperation, and civic responsibility across the Mediterranean through inclusive dialogue, cross-border exchange, and digital innovation — enabling youth and youth organizations to co-create solutions and actively shape resilient societies.

Target Groups:
Youth aged 18–30, youth organizations, civic actors, and public institutions in Lebanon, Egypt, Greece, and Spain.

Within its capacity-building and e-media activities in Lebanon, YOUTHMED supports the
development and activation of an eMedia Hub in Beirut as a professional environment where selected young people can strengthen their capacities through practical work, media production, coaching and mentoring, and progressively access professional and income-generating opportunities.

Assignment Scope

The selected expert will lead the initial activation and operational development of the eMedia Hub and provide practical coaching and mentoring to selected young people, supporting their transition towards actual professional practice and work in the media and digital sectors.

The assignment will focus primarily on:

  • eMedia production and professional media practice;
  • digital media and professional content development;
  • digital marketing and social media;
  • practical coaching and mentoring of selected youth;
  • development and coordination of the Hub’s youth professional network;
  • media production planning, workflow and quality;
  • operational activation and development of the eMedia Hub;
  • development of professional opportunities, partnerships and sustainability pathways for participating youth and the Hub.
The assignment will be based primarily on
learning by doing, practical production, coaching, mentoring and real professional engagement,
rather than conventional classroom-based training.

Expert Profile

PDA is seeking an experienced professional with a
strong practical background in media production and digital media, together with demonstrated capacity to lead teams and operationally develop media or creative initiatives.

Relevant experience should include several of the following areas:

  • Media directing and/or audiovisual production;
  • Professional digital content production;
  • Digital marketing and social media;
  • Leadership and development of media or creative teams;
  • Practical coaching and mentoring;
  • Development and coordination of professional networks;
  • Operational development of media or creative initiatives;
  • Partnership development and creation of professional opportunities.

Strong professional experience, demonstrated practical achievements, and the ability to work directly with young people and multidisciplinary teams will be considered essential.

The contract will be implemented within the framework of the YOUTHMED Project and in accordance with applicable Interreg NEXT MED and procurement requirements.

Subsequent Procurement Procedure

This Call for Expressions of Interest is a preliminary market outreach exercise intended to identify professionals potentially interested in the upcoming procurement procedure.

Following the EOI period, PDA will proceed with the formal procurement procedure and may contact and/or invite potentially suitable professionals identified through this EOI,
as well as other professionals identified through appropriate market outreach,
to submit their offers in accordance with the detailed Terms of Reference and procurement documents.

Submission of an expression of interest:

  • does not constitute submission of a tender or participation in the formal procurement procedure;
  • does not create any entitlement to be invited to submit an offer;
  • does not create any entitlement to be selected or contracted.

Personal data submitted as part of this process will be processed solely for the purposes of the procurement and contracting procedure, in accordance with applicable Lebanese legislation and relevant EU data-protection requirements.
