General Objective

The general objectives pursued by this action reflect the typical approach of institutional decentralized cooperation, focusing on the local development of the capacity to govern endogenous development processes and policies.
The action is structured around a strategic partnership between counterpart local authorities—primarily the Italian Provinces (Torino and Milano) and Lebanese Federations. This cooperation, between institutions responsible for supporting municipalities in their territories, is the defining characteristic of the exchange and networking promoted by the action.

Specific Objective

To provide the beneficiary local authorities and their networks with tools and permanent structures that promote local participation—both public and private—in:

• Developing active policies for improved public services,

• Supporting small and medium enterprises (SMEs),

• Enhancing overall quality of life.

Expected Achievements

• Strengthened dialogue and active cooperation between local governments in Italy, Lebanon, and Jordan, especially in the area of sustainable and participatory urban requalification.

• Creation of stable triangular partnerships (Italy–Lebanon–Jordan) focused on integrated urban development.

• Application of good governance principles to promote sustainable and integrated urban development planning.

• Establishment of permanent tools to transfer know-how and strengthen the technical capacities of local authorities in urban development planning and implementation.
